Preheat the oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large bowl, mix together the flours, rolled oats, baking powder, salt, garlic powder, cinnamon and nutmeg.
Add the cold butter.
Use a pastry cutter or fork, cut the butter until the pieces are no bigger than peas.
Add parmesan cheese and mix to combine.
Add the pumpkin purée, cottage cheese, and egg.
Mix gently until just combined, do not overmix.
Turn the dough onto a lightly floured surface, shape it into a round disc about ¾ inch (2 cm) thick.
Cut into 5 cm circles (or use a round cutter).
Place on the baking sheet.
Lightly brush the tops with olive oil.
Top with sesame seeds and salt.
Bake for 18–20 minutes, or until golden and firm to the touch.
